In the framework of the Week of the City, Disturb wanted to launch a debate on a demand that we have been making for some years: for an improvement of the urban governance of Brussels.
Talking about urban governance means asking ourselves, “How do we build the city today?” Every time that a project is carried out in the city - whether it is renovation of a public space, or construction of offices, a sports hall, or housing - questions of governance emerge: Who decides? To do what? To what standard of quality? What place do the inhabitants have in this? How coherent is this?
The quality of the answers to these questions often determines the quality of the buildings themselves. That is why our operation aims to assess the capacity of our region to develop its urban planning and architecture on the basis of coherent public action.

In addition to detailed information on several experiences (drawn from our surrounding regions, Flanders, France, and the Netherlands, which face the same challenges), we invite you to take part in the debate, organised on three themes:

Within each of these 3 themes, Disturb makes concrete proposals. Far from being ready-made solutions, they should serve as a starting point for the debate. A fourth forum, the Disturb café, should allow the debate to take on themes that are cross-disciplinary or more global. Furthermore, we wanted to broaden the base of the debate: not only with the traditional institutional players in urban planning in Brussels, but also with a more varied public: societies, artists, property developers, or simply inhabitants. We must put the question to all of Brussels’ citizens, hence this broad media presence.
Brussels is at a new turning point in its urban history. It is now a matter of defining together what it will lead us to.
